The new Governor of Salva is a man who has risen from the ranks of the Trade Unionism, and who knows little of the traditional methods of governing a colonial island. He finds himself at once in an atmosphere of mistrust. It is his inheritance to take over at a time when labour relations could scarcely be worse, and his task is to improve them. At odds with his Lt. Governor of the G.O.C and the Admiral, he insists upon addressing a meeting of the men in person and without Military aid, leading to the arrest of the Admiral when he refuses to comply. The meeting is a success and His Excellency finds himself winning respect from his advisers.
